Jay Lewis, Village Administrator
Jay Lewis assumed the role of Village Administrator for the Village of St. Paris in June of 2025. In this position, Mr. Lewis is responsible for the day-to-day operations of the Village’s Water, Wastewater, and Street Departments, as well as overseeing future planning and budgeting to ensure the continued growth and sustainability of the community.
“I am looking forward to working for the village that I grew up in and have lived in for the past 25 years,” said Lewis. “This place molded and shaped me, and I am looking forward to helping it grow and prosper.”
Mr. Lewis joined the Village of St. Paris Street Department in September of 2024 and was appointed Village Administrator in 2025. He is a 1989 graduate of Graham High School and brings extensive leadership and administrative experience to his role. Prior to joining the Village staff, Mr. Lewis served as Athletic Director at Graham Local Schools for six years. Before that, he spent 20 years as Head Baseball Coach at his alma mater, Wittenberg University, where he became the University’s all-time winningest baseball coach with 379 career victories.
Jay and his wife, Jennifer, have lived in St. Paris for more than 25 years and are proud to raise their family in the community they call home. They have two children, Megan and Josh. Mr. Lewis’s connection to St. Paris spans generations, as both of his parents, Milton and Wilma Lewis, were born and raised in the village.
Gina Verlaney, Fiscal Officer
Gina is a native of St. Paris. Her family goes back 5 generations of residing in our village. Although Gina spent 43 of her years living in Arizona, St. Paris has always been “Home”.
Gina Graduated from Arizona State University in 1985 with a Bachelor of Science Degree in Education. She obtain her master’s degree from the same university in 2000. In 2014 she retired from a 30 year career in education and moved back to St. Paris.
She joined the Village of St. Paris as Utility Clerk in 2017. “I love working at the Municipal Building in St. Paris. We have a great group of people working for the village. This job has given me the opportunity to make connections with a lot of people.” In 2025, Gina acquired the Fiscal Officer position.
Gina has 3 children. Ariel is a teacher in Scottsdale, Arizona. Xander and Brooklynne are both Graham High School graduates. Brooklynne is currently attending Ohio University. Xander attended Edison College.
Nolan Conley, Utility Clerk
Nolan was born and raised in Champaign County and currently resides in Urbana. She joined the Village of St. Paris in September 2025 as the Utility Clerk, supporting daily office operations, processing utility payments, and authoring the St. Paris Quarterly newsletter.
She enjoys working alongside the Village team and is grateful to be part of a time of growth, collaboration, and new leadership. With a lifelong background in community-focused work and a bachelor’s degree in organizational leadership from Wright State University (2024), Nolan thrives in small-town settings and is committed to helping make St. Paris a welcoming place to live and work.
Nolan enjoys hiking trips with her husband, Mike Grim, along with family game nights, family pickleball competitions, family vacations, and convincing their four children—Maginta (Anthony), Oliver (Allison), Gabe, and Skyler—that “family fitness time” is actually fun. Gabe and Skyler attend Graham Local Schools.
