Jay Lewis, Village Administrator

Jay Lewis assumed the role of Village Administrator for the Village of St. Paris in June of 2025. In this position, Mr. Lewis is responsible for the day-to-day operations of the Village’s Water, Wastewater, and Street Departments, as well as overseeing future planning and budgeting to ensure the continued growth and sustainability of the community.


“I am looking forward to working for the village that I grew up in and have lived in for the past 25 years,” said Lewis. “This place molded and shaped me, and I am looking forward to helping it grow and prosper.”


Mr. Lewis joined the Village of St. Paris Street Department in September of 2024 and was appointed Village Administrator in 2025. He is a 1989 graduate of Graham High School and brings extensive leadership and administrative experience to his role. Prior to joining the Village staff, Mr. Lewis served as Athletic Director at Graham Local Schools for six years. Before that, he spent 20 years as Head Baseball Coach at his alma mater, Wittenberg University, where he became the University’s all-time winningest baseball coach with 379 career victories.


Jay and his wife, Jennifer, have lived in St. Paris for more than 25 years and are proud to raise their family in the community they call home. They have two children, Megan and Josh. Mr. Lewis’s connection to St. Paris spans generations, as both of his parents, Milton and Wilma Lewis, were born and raised in the village.
